Why Governance and Community Matter

Financials tell you if the property can pay its bills. Governance tells you if the people running it are competent. Community tells you who you're buying in with—and whether conflict or disengagement will erode your quality of life and property value. Most document review tools focus on numbers. Pellucis goes further.


Governance Scoring

We apply a weighted multi-dimensional framework to meeting minutes and financial records. The board is scored on:

  • Procurement discipline — Do they obtain competitive quotes? Do capital project budgets hold, or overrun by 50%+?
  • Decision execution — Do action items get completed? Are timelines met?
  • Regulatory compliance — Reserve fund studies on time? Depreciation reports within statutory timelines?
  • Financial oversight — Operating surplus or deficit trends, reserve contributions, arrears management.

A weak board can erode reserves, miss capital planning, and leave you with surprises after closing. We surface that before you sign—with evidence traceable to the documents.


Community Analysis

Who you're buying in with matters. We quantify community health from meeting minutes:

  • Participation rates — Meeting attendance, quorum frequency, committee activity.
  • Conflict density — Complaints, tribunal references, bylaw disputes, fines.
  • Problem units — Units that consume disproportionate council time.
  • Engagement trajectory — Is participation improving, stable, or declining?

Chronic complaints and disengaged ownership show up in minutes—but most buyers never read two years of AGM and council notes. We extract the patterns and score community health so you know what you're walking into.

In Your Report

The Governance section scores the board with a dimension table (Procurement Discipline, Action Item Resolution, Meeting Attendance, etc.) and a narrative explaining the evidence. The Community section synthesizes participation, conflict, and problem units into a narrative you can act on. Both feed into the overall assessment—Proceed, Negotiate, or Caution.
